3-Year-Old Tests Positive For 'Cocaine-Based Substance'

SWISSVALE (KDKA) -- At the request of his foster parents, Swissvale Police were asked to check on a 3-year old boy, who had a four-day unsupervised visit with his biological mother.

When police went to the mother's apartment in the 2300-block of Woodstock Avenue, the say they found the mother lying naked on the living room floor unresponsive.

Kathryn Forrest, 32, was arrested, along with her 53-year-old boyfriend, Santiago Negron. Both were charged with drug possession and child endangerment.

Negron, authorities say, had a crack pipe in the front pocket of his shorts. A police report says Negron, too, was originally naked.

The 3-year old boy in the living room with his mom was taken to Children's Hospital to be examined. He appeared to have small cuts and bug bites on his body.

Swissvale Police Lieutenant Matthew Lisovich told-KDKA TV, "The boy tested positive medically to have ingested a cocaine-based substance."

Lisovich said the couple's apartment was in deplorable condition with no food or milk. Nothing edible was in the refrigerator and several food containers with mold were in the living room.

The boy's foster parents told police that they found the child's stuffed animal infested with fleas when they took him home from the hospital.
