Care Home Owner Allegedly Attacks Resident

MCKEESPORT (KDKA) -- The owner of a personal care home in McKeesport is accused of attacking a resident with dementia.

Rumen Stoychev owns the K and R Personal Care Home. He also happens to be a Russian Orthodox priest.

According to police, two residents began fighting over a TV remote control. Staff members couldn't break it up, so Stoychev stepped in and calmed the situation down.

But staff members told police that Stoychev then allegedly got on top of the victim and began punching him numerous times in the ribs and stomach using a closed fist.

Police say the victim was winded but refused medical treatment. They also say he couldn't remember the attack when officers arrived.

Katya Stoycheva, Stoychev's wife, told KDKA-TV that she hasn't had a chance to talk to her husband and that he's the one who knows what happened. She says she'll call in a couple days to share what she learns.

Stoychev remains in the Allegheny County Jail facing charges of aggravated assault, simple assault, harassment and endangering the welfare of another person.

A spokesperson for the PA Department of Public Welfare says they conducted an on-site investigation as soon as they learned of the charges. She says they found no reason to remove residents from the home. However, she says Stoychev is banned from entering the home or having contact with residents.
