Mother Capture On Video Egging On Fight Facing Charges

NEW CASTLE (KDKA) -- A Lawrence County mother is facing charges after police say cell phone video surfaced that captured her egging on a fight between her daughter and another teenager.

"It didn't appear like they wanted to," said Lt. David Cumo, of New Castle Police. "It was more like them being egged on by their friends that were out there."

The cell phone video, shot by a student, found its way into the hands of teachers and the principal at Washington Junior High School. It was turned over to New Castle Police.

Friends of the teens can be heard egging them on to fight; but they were the only ones getting involved.

Tiffany Viggano, 32, is the mother of one of the girls.

Authorities say she watched from a front porch. She walked over to the scrum, and using foul language, urged her daughter to physically hurt the child.

"That's not teaching children how to behave," Lt. Cumo said. "Adults are supposed to be setting the example, not encouraging this type of behavior.

Lt. Cumo says it's a good example of some very bad parenting.

"Number one, coming out and not breaking it up, encouraging her daughter and giving her instructions on what to do to hurt the other girl," Lt. Cumo added. "It's one thing to teach your child to defend themselves, but it's another thing to encourage them to cause harm to other people."

When questioned, police say Viggano refused to cooperate.

KDKA's Bob Allen went back to the house to talk to the woman but no one answered the door.
