Overview:
Allegheny County is the 19th largest county in the United States, strategically located in the heart of the Mid-Atlantic States. Allegheny County, with a population of approximately 1.3 million, is the second largest county in the State of Pennsylvania, and has had a Home Rule form of governance since 2000 legislation was enacted. The Department of Public Works (DPW) maintains 521 Bridges and 378 miles of Roads, and grounds for nine (9) County parks consisting of over twelve (12) thousand acres of park land owned by the County. Through the Department of Facilities Management, the County maintains approximately three (3) million square feet of building space including 600,000 square feet of leased space in over 130 buildings throughout the County. The Public Works Department manages the County's Capital Projects Program for all County owned roads, bridges, and facilities.

Position Summary:
Under the supervision of the Manager, Geotech/Federal Highway Projects, this position is responsible for performing tasks as assigned in engineering, design, and construction management of the Department of Public Works' new construction, major maintenance and repair of road, wall and slide remediation projects whether performed in-house or by contract. The responsibilities of this position are mainly concerned with the development, planning, design, and preparation of engineering and construction plans and specifications, estimate of construction costs, and the drafting of legal documents required for the improvement, construction, and/or repair of the County's roads, walls, and slide remediation projects along with other activities as assigned. The Assistant Program Manager is responsible for assisting in developing project scopes of work, identifying project requirements, and reviews, corrects, and approves designs and plans submitted by consultants, and oversees the construction process paying close attention to progress, schedule, and changes/problems that develop during construction. The incumbent conducts on-going evaluation of the work and costs associated with the consultants. The engineer assures that the various Federal, State and County regulations and contracts are properly enforced. The engineer may be involved with all aspects of reimbursement agreements, prepare estimates for budgeting as well as track funding and pay invoices. The Assistant Program Manager may perform design as required for in-house projects, but most work will be done by consultants with the engineer overseeing the design process. The engineer will also perform design and construction management, field inspection, and evaluation of road, wall and slide remediation related issues when required for construction and major maintenance or repair.

Duties:

• Assists the Manager, Geotech/Federal Highway Projects and the Deputy Director for Engineering and Construction in the management of road engineering and construction projects whether performed in-house or by consultants from inception through construction completion.
• Directs, oversees, and supervises the design work activities of in house personnel or consultants.
• Recommends detailed implementation schedules for capital improvement projects and related implementation strategies.
• Examines existing road conditions and recommends solutions to correct deficiencies.
• Oversees the administration and technical quality of work performed by engineering consultants related to design and road construction
• Prepares scope of work/project manuals/drawings, advertises for letters of interest, obtains short list of selected consultants, prepares requests for proposals, conducts and/or participates in consultant selection process, and conducts negotiations and executes contracts for the administration of consultant contracts.
• Reviews and recommends approval of preliminary and final designs and plans, and ensures any necessary corrections or revisions are made.
• Prepares project scopes of work and estimates costs of construction.
• Drafts legal documents for review and approval of the Law Department, Executive Actions, and Change Orders.
• Reviews consultant's payment requests for compliance with agreement.
• Supplies information relevant to in-house status review meetings to keep the Director informed of the status of each project.
• Confers with personnel, organizations, and municipal officials on various projects, and coordinates projects with various other outside organizations when required.
• Acts as lead engineer in performing construction management tasks (e.g. answering RFIs, coordination, review of pay contractor requests, conducting quality assurance inspection, etc.) for projects related to roads projects as assigned. May require providing assistance to consultants and contractors.
• Reviews plans and specifications for all projects which involve changes or construction of County owned roads
• Performs other related duties as required or requested.

Duties:
• Ensures that all training administered and conducted at the County Police Training Academy complies with required M.P.O.E.T.C. mandated curricula and testing procedures.
• Oversees the administration of all training modules within the M.P.O.E.T.C. Basic Recruit curriculum as well as the M.P.O.E.T.C. Mandatory In-Service curriculum; ensuring accountability for course materials, number of required hours, standard testing procedures, submission of student grades to M.P.O.E.T.C.
• Schedules instructors for the Mandatory In-Service Training and ensures their compliance with M.P.O.E.T.C. requirements; monitors classes and seeks ongoing feedback from officers/students to ensure training is effectively conducted.
• Schedules all Mandatory In-Service Training (Act 180) at the Academy as well as the satellite locations, and disseminates training schedules to all area police departments; maintains training rosters and schedules.
• Coordinates the provision of appropriate technological and manual resources and materials (i.e. PowerPoint presentations, videos, rosters, handouts), to ensure training is efficiently and effectively presented.
• Prepares the annual budget in coordination with the Director
• Represents the Director at meetings and as requested; and manages the department in the absence of the Director.
• Oversees the efficient operation, maintenance, troubleshooting and repair of all equipment and classroom/training space within the facility.
• Maintains effective working relationships with M.P.O.E.T.C personnel, instructors, Academy staff, area police chiefs and police officers, and other stakeholders.
• Conducts initial interviews with potential cadets to ensure fulfillment of M.P.O.E.T.C. requirements and Training Academy standards.
• Schedules and advises on all non-mandatory in-service training, based on needs of area police departments.
• Schedules physical ability testing as requested by area police chiefs.
• Maintains and updates Police Training Academy website, including training schedules and employment opportunities.
