D.A.'s Office Investigating 2 Deputy Constables Over Assault Allegations

MUNHALL (KDKA) -- Jayla Smith tells a painful story that shouldn't happen to anyone.

"I was very embarrassed," says Smith. "I didn't know who seen me. I don't know which cars drove past. I was very humiliated and embarrassed. Yes I was."

Smith, of Munhall, says she was in the shower last April when her kids came running in to say the police were at her door. She ran out wrapped in a towel and was greeted by two deputy constables.

What she says happened next is hard to believe.

"He snatched me by my wrist and pulled me out of my home," said Smith. "My children was screaming and upset, my three children. He [dragged] me out of my house onto the porch. By this time my towel was gone."

It all happened at 10 a.m. Once she was out on the porch, Smith says one of the constables allegedly slammed her into an awning.

"I hit my mouth. So, my mouth was cut and very messed up. My breast was messed up; the side of my breast was scraped. My stomach, my hip and my buttocks was scraped," she said.

What were they after her for? A five-year warrant about a loose dog.

Smith identifies the deputy constables as Christian Constantini and his partner, Michael Lowman.

They've been charged with dragging another woman out of a home in Munhall.

"Constantini grabbed my phone off of me and he threw my telephone," said Smith. "He said you don't have time for this "s," and he punched me in my breast."

In a statement late Wednesday from a spokesman for Allegheny County District Attorney Stephen Zappala, the D.A. says the two deputy constables have been involved in "repeated unprofessional conduct in six instances staring in 2014."

Also, it says a "formal petition requesting their removal will be filed."

They say they are going to investigate Smith's claims.

"I don't think that no one should be treated the way I was treated. And I don't think that they have the right to treat me the way they did. I'm at a loss for words," Smith said.
