BIP Court Liaison
Definition
The BIP Court Liaison will provide a presence in assigned Magisterial District Justices (MDJ) courtrooms to accept domestic violence referrals for court-ordered intervention as an alternative to incarceration.
This position requires a high level of professionalism to communicate with the MDJ, District Attorneys, Public Defenders, Private attorneys, legal advocates, and Defendants.
The Court Liaison is responsible for fully informing all parties of the specific requirements of Renewal's Batterer's Intervention Program. The Liaison completes the intake process to include scheduling the defendant to begin BIP, completes all required documentation, and coordinates referrals to other programming to include drug, alcohol and mental health treatment. This position promotes community, family, and child safety in cooperation with the courts, probation and parole.

The Court Liaison secures all paperwork to document the court-order and communicates this to the clinical supervisor and group facilitators. The Liaison will be responsible for data entry in the jail collaborative database, and will assist/support all record-keeping for county jurisdictions.
The court liaison coordinates referrals to other programs, most especially drug and alcohol evaluations and treatment, and/or Mental Health psychiatric evals and treatment.

It is highly visible and often the first impression people have of Renewal as a BIP provider, and/or outpatient mental health and drug and alcohol services.

Eligibility Requirements

Education and/or Experience
Knowledge of Criminal Justice, Social Work, Psychology, Counseling, Public Policy, Non-Profit or other related field; Human relations skills must; should become familiar with the criminal justice system and community resources. Description of Tasks

A. Education
1. Possess a comprehensive understanding: of Renewal as a community corrections organization and all its departments; of Renewal BIP and the Re-Entry Program.
2. Answer all questions related to outpatient services for county court-ordered DV and probation clients.
3. Maintain a high visibility presence in assigned MDJ courtrooms and work with court officials to arrange timely diversionary intervention services.
4. Understand and complete both county and state documentation and billing requirements and procedures, and maintain established record-keeping standards.
5. Knowledgeable of Renewal BIP and have the ability to market the program.
6. Be the back up to the BIP Group Facilitators.

B. Administration
1. Complete daily documentation updates in the jail collaborative database to record attendance and payment compliance of each group participant who is court-ordered or probation referred.
2. Review courtroom dockets and maintain a schedule of reviews for each BIP client, report to respective courtrooms, and have available pertinent documentation for the MDJs and ADAs.
3. Complete weekly reports in the format established for each courtroom, and provide via email according to the schedule established by each MDJ in the required time frame.
4. Send, via email, all court reports to the DHS Program Monitor on a weekly basis.
5. Provide statistics for monthly reports and departmental reporting requirements.
7. Coordinate calls from potential clients and referral sources. Answer questions, make appropriate follow-up contacts and referrals, schedule, supply review hearing documentation, and maintain accurate records.
8. Meet all state required reporting standards and deadlines.
9. Must keep maintain payment tracking records on each group participant.
10. Interface with Re-Entry Manager and collaborate with staff on all IFB referrals.

C. Committee
1. Participate in Re-Entry, Staff and Department meetings. Be prepared to give a current report on referrals by jurisdiction/courtroom, client status, group status, and/or billing.

D. Evaluation
1. Liaise with Re-Entry staff to collaborate on integrity of service delivery.
2. Understand the interface and collaborative functioning of other departments, accept feedback and be flexible to adapt and adjust to meet the needs for effective services delivery.

E. Reporting
1. Report utilization and service outcomes for the improvement of service delivery.

Site Monitor
This position is responsible for supervising the movement of residents on a twenty-four hour basis. Individual will maintain building security and resident accountability. Responsibilities also include maintaining order within facility and enforcing rules and regulations. Individual will prioritize emergency and non-emergency issues and use discretion in various situations.

EDUCATION AND/OR EXPERIENCE

Minimum of a High School diploma or GED equivalency and two years related experience required. An Associates Degree in Criminal Justice, Social Work, Psychology, Counseling or a related discipline may be substituted for the 2 year related experience requirement. An Associates degree and two years related experience is preferred. Valid Pennsylvania driver's license required. Act 33/34 required.
