Canonsburg Man Arrested After Flashing Neighbor, Kids & Police

CANONSBURG (KDKA) - A man is accused of exposing himself to several people, including children after a fight with a neighbor in Washington County.

According to police, the incident happened Friday night when Kevin Celesnik, 53, of Oak Spring Road, got into an argument with neighbors.

The confrontation started because Celesnik said he had been bitten by his neighbor's dog over a month ago.

"I kept telling him to leave me alone and he wouldn't. He followed me from the back to the front over to my neighbor's [house]," Eric Chronister said.

"I said, 'Listen there's children out here. Go back into your apartment, you are drunk. He said, 'I'll show you what the problem is' and he pulled his pants down. Full frontal," Vicki Wicker said.

A 12-year-old girl and two younger children were outside at the time. According to witnesses, that seemed to encourage Celesnik rather than discourage him.

"He pulled his pants down again and made a stroking motion and told my daughter to go get a bikini on and dance with him," Wicker said. "I said, that's it. Picked my phone up and called 911 and he took off running into his apartment. I never seen anything like that in my entire life."

Neighbors say police responded quickly, but by then, Celesnik had retreated back inside his apartment.

"They had to bust the door down to get him out, Tased him twice," Wicker said.

According to police, he exposed himself to officers when they arrived to arrest him. He's being held in the Washington County Jail on $50,000 bond.
