Police Offering Reward To Find Brackenridge Rape Suspect

BRACKENRIDGE (KDKA) - Pittsburgh Crime Stoppers is offering a reward of up to $1,000 for information leading to the arrest of Elvis Hogan.

According to the criminal complaint, the victim told police she was raped inside her apartment on Morgan St. in Brackenridge. The apartment building is just across the street from the Brackenridge Police Dept.

The 18-year-old woman told police on the evening of July 26, she and 29-year-old Hogan had been smoking marijuana, and later in the evening, he gave her half of a Neurontin pill.

The woman says she fell asleep in her apartment and around 2 a.m. on July 27, she woke up to find Hogan on top of her.

The woman's step-mother called police. Hogan, who had been staying in an apartment across the hall, left the apartment building.

"We don't believe he is armed, however we do have information that he could be a harm to the public in general, or even to himself," said Allegheny County Police Det. Robert Opferman.

Police are hoping someone who sees Hogan or knows where he may be, will give them a call. Hogan has very distinct tattoos.

"He has several tattoos, It appears he has some on his neck and other areas of his body…and has a very distinctive cross tattoo on his forehead, " said Opferman.

Police believe Hogan is homeless.

"He's homeless. We don't really know of any relatives in the neighborhood, we do know he frequents the New Kensington neighborhood of Westmoreland County, as well as Tarentum Borough, as well as Brackenridge Borough," said Opferman.

Hogan faces charges of rape, indecent assault and sexual assault.
