ICA Votes Not To Renew ICA Executive Director's Contract

PITTSBURGH (KDKA) -- The Intergovernmental Cooperation Authority has voted not to renew the contract of its executive director who has been at the center of controversy in recent weeks.

The ICA, which oversees the City of Pittsburgh's finances, met Friday afternoon for a special meeting, which lasted just about 10 minutes, in City Council Chambers.

The authority's executive director, Henry Sciortino, came under fire after a Pittsburgh Tribune-Review report that 92 percent of the watchdog agency's receipts for expenditures between 2010 and 2016 were destroyed or are missing.

Sciortino was not at the special meeting. Sources say he's undergoing medical treatment in West Chester, Pennsylvania.

He'll be out as executive director as of May 31 when his contract expires.

After the vote, ICA Chairwoman B.J. Leber read a prepared statement at the meeting, promising new openness:

"I pledge that from here on out, the ICA will be a transparent operation, and all decisions and procedures will be based on good government principles."

The board members did not want to talk to reporters after the meeting.

Pittsburgh Mayor Bill Peduto released this statement on the vote:

"This is a new day for Pittsburgh. We welcome an oversight board who has expressed willingness to work for the benefit of the city, not against it. We look forward to collaborating with the ICA and our leaders in Harrisburg toward the long term financial stability of Pittsburgh."

Earlier this month, Peduto, City Councilwoman Natalia Rudiak, as well as state Senators Jay Costa and Wayne Fontana all raised concerns about the ICA.

Costa and Fontana said last week that they asked both the Allegheny County District Attorney and the Pennsylvania Attorney General to investigate whether any criminal laws were violated.

And Rudiak called for a forensic audit.
