Man Wanted After Shooting In Arlington Heights Surrenders

PITTSBURGH (KDKA) - A man, considered by police to be armed and dangerous following his involvement in a shooting last week in Arlington Heights, is now in police custody.

Pittsburgh Police obtained an arrest warrant for 25-year-old Elliott Blackwell late Tuesday night. On Wednesday afternoon, Blackwell - accompanied by his attorney - turned himself into Allegheny County Sheriff's deputies. He is facing firearms charges.

"My client surrendered himself when he learned that there was an arrest warrant," defense attorney Phil DiLucente said. "Elliott Blackwell continually gets shot at. He has been shot three times; there's six bullet holes in him right now. He is a victim; however, once again he is being charged with a crime."

Blackwell, who lives in the Hill District, was shot three times on Oct. 18, once in the leg, shoulder and chest.

Police found Blackwell near South 27th and Jane Streets in the South Side. According to the criminal complaint, members of a local church were assisting Blackwell until paramedics arrived to take him to the hospital.

Police retrieved surveillance video from the scene that shows Blackwell shoot at two men, who shot him. Police say the video then shows Blackwell get into an SUV.

Speaking to KDKA last week, DiLucente said his client was involved in two shooting incidents last February.

"He was shot at on the 25th (of February), police took him into custody, but he was released, because it was obviously justified, there were many witnesses, and the shooting was justified. On the 27th (of February), he was fired at, and fired back, it is our contention, it was justified, and yet he was charged with attempted homicide," DiLucente said.

He believes Blackwell is being targeted.

"I'm not going to jump to any conclusions, let law enforcement do their job, but I can tell you this, if you're fired upon three times in one year, it's concerning," said DiLucente.

Blackwell was scheduled to go on trial on Oct. 18, the same day he was shot. He faces a charge of attempted homicide.

Following his surrender, Blackwell is now being held in the Allegheny County Jail. He does not have a permit to carry a weapon.

DiLucente wants a bond hearing and a speedy trial.
