Surveillance Video Shows Couple Overdosing With Small Kids In Van

BELLE VERNON (KDKA) -- Police discovered a man and woman unresponsive at a Belle Vernon gas station with two small children inside the vehicle.

According to a criminal complaint, Rostraver Police were called to an Exxon on Rostraver Road for the report of a man and woman in a domestic dispute.

When they arrived, they found 36-year-old John Michael Risher Jr. and 25-year-old Megan Maria Watson unresponsive in the area of the vehicle.

Police say Risher Jr. and Watson had overdosed on heroin while Watson's two daughters, ages 2 and 4, were unrestrained and unsupervised in the van.

"It's very sad unfortunately, for us, it no longer socks our conscience," said Rostraver Police Chief Greg Resetar.

Surveillance video shows Risher Jr. stumbling around outside the vehicle before finally collapsing, as Watson is passed out in the passenger seat.

EMS administered Narcan and revived both individuals, who were taken to the hospital and later released. Bystanders rushed to help the girls inside the vehicle.

"They took the two children out of the car because they thought they may be in danger," said Resetar. "It's not the first time we've made arrests and the children are involved and the parents overdosed."

Risher Jr. was found to be in possession of three glassine packets, all of which were marked "Tuff Stuff." Two of the packets contained heroin, one was empty.

Risher Jr. has been charged with endangering the welfare of children, recklessly endangering another person, possession of a controlled substance and possession of drug paraphernalia.

Watson has been charged with endangering the welfare of children and recklessly endangering another person.
