PITTSBURGH (KDKA) — A man from Washington County is scheduled to have a preliminary hearing Tuesday on charges that he chained his girlfriend’s 11-year-old son to the basement steps for refusing to eat dinner.

Police say 38-year-old Joshua Smith was arrested by North Strabane Police after the boy’s mom called 911.

Police say they arrived to find the boy chained up and had to use wire cutters to free the child.

The boy had some cuts on his leg.

Police say they arrested Smith last month for trying to strangle his girlfriend’s 16-year-old daughter.

Smith remains in the Washington County Jail.
