Girl, 6, Found Wandering Apartment Complex, Mom Charged

ALLEGHENY TWP. (KDKA) - A Westmoreland County woman is in custody after her 6-year-old daughter was found roaming an apartment complex near a busy highway.

Allegheny Township Police were called to the Sandalwood apartment complex around 7 p.m. Tuesday.

KDKA's Trina Orlando Reports:

Rochelle Rugh called after her neighbor's 6-year-old daughter wandered over to her apartment.

When police arrived, they found the girl's mother and father asleep in their apartment. A 1-year-old boy was unsupervised in the apartment.

Rikki Hoessler, 24, was charged with two counts of endangering the welfare of children and one count of possession of drug paraphernalia. She's in jail unable to post $100,000 bond.

Eugene Smorey II, 27, was charged with trespassing for being at the apartment, despite being previously banned from the complex. He's in jail on $10,000 bond.

KDKA's Ralph Iannotti Reports:

Police called the situation "heart-breaking." They say neither of the children was harmed, but both were neglected. CYS was called and has taken custody of the children.

Sandalwood is located near a busy highway. Police say the parents are lucky the girl didn't wander that far. They say the outcome could have been catastrophic.
