McCarthy explains that the founders of the Constitution never envisioned a land led by men, but more a country controlled by separate bodies who defend their purpose and do not take more control than they are given. But they did anticipate the concentration of power in a chief executive, a president, who could make fast decisions on behalf of the country.
Yet, he adds, that there is no greater threat to our liberty than the concentration of power filtered into one official. McCarthy says he believes we need to effectively stop a rogue executive who has begun to abuse his powers. That’s why Congress has two options for executive excess; the power of the purse and the power of impeachment.
