Police Issue Arrest Warrant In "Parental Abduction"

PITTSBURGH (KDKA) -- Police have issued an arrest warrant in what they're calling a "parental abduction."

Allegheny County Police say 2-year-old Jaleeyah Ortiz was taken from a home on Hunter Street in Wilkinsburg Monday night by her biological father, 32-year-old Tex Ortiz.

She is under the legal guardianship of her maternal grandmother.

Tex is described as a Hispanic male with brown hair and brown eyes. He's about five-feet-nine-inches tall and weighs 200 pounds.

Police say he's been known to use both Megabus and Amtrak to travel to the New York City area, where he has family.

Authorities say he has also been getting rides from an African American woman known as Kya. She drives a black Ford Focus.

Police are asking anyone who sees him to call 911 immediately.
