Investigators Trying To Determine What Charges To File In Police K-9 Taunting Incident

PITTSBURGH (KDKA) -- The investigation continues into the alleged actions of Oakland Raiders linebacker Ray-Ray Armstrong at last weekend's Steelers game.

He's accused of taunting a police dog at Heinz Field.

Investigators are now trying to determine what charges to file against Armstrong. The incident under investigation happened Sunday as the Raiders entered the field against the Steelers.

Investigators say Armstrong lifted up his shirt, beat his chest, and started barking and yelling at the dog.

Investigators took that information to the Allegheny County District Attorney's Office to discuss the case.

A spokesman released this statement Wednesday afternoon:

"They brought us the reports and the video. We discussed what charges would be possible, including summaries, and told them we would support whatever charges they filed."

"He directly engaged one of our police dogs and police officers in a very threatening and intimidating manner," Allegheny County Sheriff's Office Chief Deputy Kevin Kraus said.

The question now is did that "intimidating manner" constitute a crime, and if so, what crime.

The Sheriff's Department is expected to determine by the end of the week what charges to file, including taunting a police dog, which is a third-degree felony, or a summary charge of disorderly conduct.

If the felony is filed, the player will have to appear here and turn himself in. In the case of the summary charge, it's a ticket in essence that can be paid by mail.

Meanwhile, the Oakland Raiders' player under investigation posted a message on social media Wednesday saying: "small minds can't comprehend big. Spirits to be great you have to be willing to be mocked, hated, and misunderstood. Stay strong."

The NFL and the Oakland Raiders have offered no comment at this point.
