Mayor Orders Review Of Pittsburgh Police Sergeant's Promotion

PITTSBURGH (KDKA) - Two Pittsburgh Police officers were promoted to the rank of sergeant on Thursday.

Hours later, the mayor released a statement saying one officer's promotion is now under review.

According to Mayor Bill Peduto, Thomas Mignogna has been an exemplary member of the force since his hiring in 2007.

Our news partners at the Pittsburgh Post-Gazette report that Mignogna's then-wife filed the restraining order in March of 2006, after she claimed he was stalking and controlling her and that a judge temporarily barred him from their house.

She withdrew the order two weeks later.

That restraining order was eventually dropped two weeks later and he was not charged.

"This is something that occurred in Sgt. Mignogna's remote past and was part of the information the Office of Municipal Investigation collected during the pre-hire process. The temporary order was withdrawn and there were no charges, no arrest, and no further court action. With that said, Mignogna has been an exemplary officer since being hired in 2007 and was properly promoted to the rank of sergeant," Peduto said.

Given the nature of the restraining order, Peduto has asked Chief Cameron McLay to review the promotion.

"Given the seriousness of domestic violence and my life-long commitment to the cause of protecting its victims, I have instructed Chief McLay to engage with the independent Pittsburgh Citizen Police Review Board to assure that city code regarding zero tolerance for domestic violence was fully followed in this case, and to report back to me immediately," Peduto said. "Domestic violence in any and all forms will not be tolerated under my administration."

Mignogna's ex-wife also requested a temporary restraining order in 1995, which was dropped.
