Argument Over Set Of Keys Leads To Deadly Shooting In Washington County

MOUNT PLEASANT TOWNSHIP (KDKA) --State police are investigating a deadly shooting in Washington County.

Police say it happened around 9:40 p.m. on Meadow Street in the village of Westland. which is in Mount Pleasant Township.

The Washington County coroner identified the victim as 22-year-old Robert Kramer Jr.

A news release stated that Kramer was at a family picnic, when he and the suspect got into an argument.

"An argument occurred that had been going on for quite a few hours over a set of car keys," Pennsylvania State Police Trooper Robin Mungo said.

"They were drinking, they were drunk," said Dana, whose 10-year-old daughter witnessed the murder. "It was over a set of keys. Somebody wouldn't give somebody their set of keys and this is what happened."

Witnesses say Kramer was shot in the chest with a shotgun.

Police took 28-year-old Joshua Moss into custody at the scene. He was taken to the Washington County Jail and will be charged with homicide.

According to the affidavit, Moss told police he initially went after Kramer with a knife, but family members separated the two. That's when he allegedly retrieved the gun in his home.

"This is my children's uncle," said Dana. "The shooter, he's the uncle."

Dana went on to say that the two were at a family member's house in Westland.

"They tend to hang out together on the back porch, they started drinking too much and he shot him," she said.

Moss allegedly told police in an interview that this never should have happened.  In addition to a homicide charge, Moss was also charged with a firearms violation.

State Police are investigating the murder.

Police said a woman was also arrested at the home for failing to comply with police orders.
