“I saw cop cars coming down from the Windgap Bridge and I heard a loud pop, and I saw the car pull into there. One of the passengers must have got out and got tackled, and then there’s still cops circling around everywhere looking for someone or something,” said Justin Steck, a neighbor who witnessed the incident.
A man and a 17-year-old juvenile were initially taken into custody. The adult has since been released.
