The other victim was badly injured and transported to a Pittsburgh hospital.

"I was so scared, smoking in my doorway, that something like this could happen," a neighbor who did not want to be identified said. "Like, who would think? Three o'clock in the morning, you come to your door and hear six gunshots and find out someone died."

Neighbors say they saw a car pull up to a home across the street from the housing complex just before 3 a.m. Sunday.

"They were arguing, and I couldn't make out what they were saying, but there was two guys' voices and a girl's voice, and who knows where the girl went," the neighbor said.

Next, the neighbors heard rapid gunshots.

Neighbors say they're on edge because right now, the shooter is still on the loose. At this time, police have not yet released any suspect information.

Washington City Police and Pennsylvania State Police will now investigate.
