"Over the years, it's just gone downhill, it's just gone downhill," said one woman who has lived in the neighborhood for five years and didn't want to be identified.

When KDKA-TV showed up at the crime scene, officers were placing evidence markers on the ground to mark the locations of spent shell casings.

Officers roped off the area with police tape, including the sidewalk, stairs, and grassy courtyard between the two apartment buildings.

"It's a shame. There's too many kids up here for you to come up here and shoot them up," said one neighbor.

The victim is listed in critical condition, but police have not released his name.

Police have not yet said if they have a suspect in mind, or if they have reviewed any surveillance video from the area.
