Man Chains Self To Car In Fayette Co.

UNIONTOWN (KDKA) - Authorities in Fayette County have cited a man for allegedly chaining himself inside a car while dressed as a woman.

Just before 11:30 a.m. on New Year's Day, Fayette County 911 began getting weird calls from the Walgreens on West Main Street about a man sitting in his sedan.

Police identify him as Stephen Carr.

"He had a collar around his neck and a chain that went from the collar down to his ankles and his hands were cuffed to the steering wheel," Uniontown Police Capt. David Rutter said.

The police report describes Carr wearing stockings, high heels, full make-up and feminine eyeglasses. Apparently, he's a repeat offender.

"This was the third time that we had an incident, similar incident, with the same gentleman," Rutter said.

In July of 2008 and September of 2011, Carr was discovered wearing a pink tee-shirt, fake breasts and a denim mini-skirt in chains at Walgreens.

"It's pretty disturbing," Rutter said. "We're not here to judge anybody, but it's actually causing a problem when it alarms people."

Callers to 911 worried it might be a kidnapping or hostage situation.

"He parked right in front of the door and didn't try to hide his fetish or whatever it is, so he wanted shock people with that," Rutter said.

Apparently, the third time was not a charm for Stephen Carr. He was busted for disorderly conduct for "causing a public alarm and annoyance."
