Man Sues Cops, DA For Being Run Over While In Handcuffs

PITTSBURGH (AP) - A man is suing police and county prosecutors saying he was run over by a drunk driver after he was already handcuffed and lying in a road.

The federal lawsuit filed by 48-year-old Jerry Ray, of Pittsburgh, says Washington County prosecutors added insult to injury when they didn't consult him about the drunk driving case, in which the motorist was allowed to enter a special probation program that could eventually allow the driver's record to be expunged.

Police in Washington and the District Attorney's Office didn't immediately return calls for comment on the incident, which happened Oct. 16, 2011, about 2:15 a.m.

Ray's attorney, Gary Ogg, says Ray was arrested on suspicion of public intoxication, but was never charged and says his client still deals with post-concussion issues.
