How did they qualify these cities?

According to CBS News, thousands of individuals across the United States were surveyed to determine what makes a place desirable to live in. Of seven different factors, the most important factor was quality of life, which considers crime rates, quality and availability of health care, quality of education, well-being and commuter index.

According to the U.S. News & World Report, to make the top of the list, “a place had to have good value, be a desirable place to live, have a strong job market and a high quality of life.”
