Police: Man Has Sex With Teen, Impersonates Cop And Performs Fake Rape Kit

PITTSBURGH (KDKA) – Rape, alcohol and impersonating an officer of the law – these are all elements of a story that began with a runaway 15-year-old girl.

This is a story with a lot of twists and turns, but what it boils down to is statutory rape and two men arrested and brought here to the Allegheny County Jail.

The parents of a 15-year-old from Swissvale tell police that last Wednesday, their daughter had taken off with a man – 22-year-old Jonathan Lyons of Sheraden. Lyons is said to be the girl's boyfriend of about six months.

"She met up with Jonathan Lyons in Sheraden, eventually Lyons hooked her up with Ronald Rizzo," said Allegheny County Police Detective Anthony Felicion. "Rizzo transports her to Beaver County and back to Pittsburgh on Thursday."

Rizzo is 29 years old, from Ingram. Police say he took the girl to his sister's trailer park in Beaver County. There, according to the criminal complaint, he gave the girl vanilla vodka and had sex with her.

Rizzo also allegedly told the girl he was a state cop and showed her some sort of a badge.

"After the alleged sex assault," Felicion said, "the victim stated to us that he performed a fake rape kit and swabbed her in numerous areas of her body and told her he could input those items into a cop system and change the name to reflect that her father did this to her and that he would in turn be arrested for sexually assaulting her and would be a good way for her to get away from her parents."

Rizzo and Lyons dropped the girl off in downtown Pittsburgh last Thursday. She saw a police car and asked the officers inside to take her home.
