Chicora Daycare Operator’s Husband Facing Child Molestation Charges

CHICORA (KDKA) — The husband of a daycare operator in Butler County has been charged with molesting children at the center.

Roger Young was charged with two felonies and two misdemeanors earlier this month.

As the case makes its way through the legal system, Young had little to say when KDKA-TV showed up at the Patti Cake Childcare Center near Chicora on Wednesday evening.

KDKA’s Harold Hayes explained we were trying to get answers about the criminal complaint filed against him, charging him with molesting children at the daycare. Young referred us to his attorney, but said his wife runs the daycare and that he and his attorney have yet to see the evidence that led to these charges.

According to the criminal complaint, it all began with an allegation made by a child at the center in December 2011.

That child alleged that Young: “…touched the child, above the clothing, while he was holding her on his lap in a rocking chair.”

That same child claimed that “she saw the defendant feed another young girl Goldfish snacks by holding them against his crotch.”

That prompted Pennsylvania State Police to get a search warrant and they eventually seized video surveillance from inside the daycare.

Here’s what state police say they found on that tape.

In one case, police say: “He places his foot between her legs and rubs up and down.”

In another, investigators say: “Young can be seen lifting a young girl’s shirt, exposing her bare chest, kissing a young girl on or about the mouth.”

Young faces a preliminary hearing in September.

What’s yet to be known is whether the Department of Public Welfare will review this case given the charges that have been filed.

UPDATE (Aug. 21) —

The Pennsylvania Department of Welfare, responding to KDKA’s inquiry, reports that Patti Cake Childcare Center is licensed for a capacity of 12 children and has been licensed since 2009.

Its last renewal inspection was in December of 2013, and its certificate of compliance is in effect from March of this year until March of next year.

The agency also says it was made aware of this investigation in June of this year and that they have developed a safety plan that prohibits Young’s presence in the child care facility pending the outcome of the criminal charges.

To ensure compliance, the agency says it has been conducting a series of unannounced visits.

Meanwhile, the criminal investigation isn’t finished. State Police based in Butler County confirm that they are actively looking for any families who believe their child may have been molested at the facility. If so you’re asked to contact state police.
