Man Working For Vendor Racks Up $7,000 On County Credit Card

PITTSBURGH (KDKA) -- Allegheny County wants one of it's many vendors to reimburse it more than $7,000.

The reason is because 58-year-old David Ruffing of Plum, an employee of First Vehicle Services, has admitted he used a county fuel credit card, issued to First Vehicle, for his own personal benefit.

Allegheny County Manager William McKain says a review of Department of Public Works fuel transactions turned up discrepancies tracked to Ruffing.

McKain says the company admitted to leaving a county credit card in an ashtray, and "any employee could have access to it."

McKain says First Vehicle has told him Ruffing has been terminated.

In a police criminal compliant, Ruffing allegedly said, "I did it, I don't want to go to jail."

He faces charges including identity theft and fraud.
